Abstract

The charter drawn up at Frankfurt on 26 April 1220 on the settlement between Frederick II and the ecclesiastical princes of the empire touches on tolls and coinage in several places; the fundamental sentences stand in article 2, reproduced here in full. The king promises to establish no new tolls or mints in their territories without their consent, to protect the old rights, and in particular to forbid the debasing of the coinage by means of similar images. In order to gauge the reach of that passage the paper first weighs the Confoederatio as a whole, the first great privilege granted collectively to the ecclesiastical princes, whose constitutional significance and political thrust are still judged in different ways.
